PIK presented the annual report

Police Inspectorate of Kosovo presented today the annual report for 2016, disclosing to the attendees the statistics and other data related to the work of the Department of Investigation, Special Investigations, Inspections, Review and Appeals Management etc.

This presentation which took place in the training room of the PIK building in Hajvali was attended by senior representatives of local and international institutions, and representatives of institutions related to the field of security, prosecution etc.

On his occasion speech, the Minister of Internal Affairs Mr. Skender Hyseni extended his gratitude to all PIK officials for their work and commitment, considering the year 2016 as a successful year for IPK and emphasizing that the support of MIA will not be lacking:

“It is the duty of the Government of Kosovo and specifically the MIA, to support in particular PIK, because as long as I continue to say that the Kosovo Police is the Backbone of the state security, the PIK is the backbone of this backbone. IPK is there to ensure that we will never allow any irresponsible individual within in the Police to distort the great image of Kosovo Police because the Republic of Kosovo has a very professional and well-trained police. This is an additional task for PIK, to ensure that such police will be preserved intact” – Minister Hyseni emphasised among others.

The PIK chief executive Mr. Hilmi Mehmeti on his occasion speech emphasized some of the successes of the Police Inspectorate of Kosovo, describing the 10-year path of PIK as a mechanism that enjoys the confidence of citizens in this country:

“In context of obligations and legal responsibility, in 2016, the Police Inspectorate of Kosovo has dealt with a large number of citizen complaints, it carried out more inspections in various areas of the work of Kosovo Police and has addressed a considerable number of criminal cases All this success in the work of PIK, would have been impossible without cooperation and trust of citizens, therefore on this occasion we welcome the cooperation of citizens with PIK, and hereby we appeal to them to not hesitate, also in the future, to address their information and complaints to Police Inspectorate of Kosovo, who will review them in a professional and unbiased manner, having the law and legal procedures as the only guide”- stated among others the chief executive Mehmeti by extending his gratitude to MIA in supporting PIK request for increasing the number of personnel necessary for PIK.

After the presentation of the annual report at the event were distributed the appreciations for the outstanding employees of PIK and local and international partners that helped PIK in realization of legal objectives.

 Summary of activities of the Police Inspectorate of Kosovo in 2016

The mission of the Police Inspectorate of Kosovo is that through exercise of its activities, provides a responsible, democratic and transparent police service, in accordance with applicable legislation and required standards.

PIK during 2016 received and handled 1362 complaints and information and compared to last year the number of complaints was almost similar with a slight increase (last year PIK handled 1237 complaints). Out of them 821 complaints, classified as disciplinary violation of low profile were proceeded to the Directorate of Professional Standards/Kosovo Police.

Out of 165 cases with criminal offence elements, 111 are proceeded for criminal charges by the Department of Investigation to the competent prosecution office. Whereas, for special report were proceeded 37 cases. In total there were 241 employees of KP as a subject to investigation by PIK.

During 2016, PIK have been undertaken the following measures and recommendations:

– 69 detentions,

– 99 recommendation for suspension and 

– 6 recommendations for transfer

 This year PIK investigated 55 cases of criminal offences with elements of corruption and other offenses against official duty.

One of the basic operations of the Police Inspectorate of Kosovo is to carry out inspections to Kosovo Police. These inspections are carried out in order to identify and prevent any deviation from the laws and procedures governing Kosovo Police work.

PIK has realized nine inspection projects in total, five regular inspections and four extraordinary inspections.

Regular inspections:

  1. Evaluation of the management of human resource on the distribution of staff in Kosovo Police;
  2. Evaluation of the organization and performance of police stations in the Division of Operations;
  3. Inspection of detention rooms in Kosovo Police;
  4. Inspection of management of weapons, ammunition and other equipment;
  5. Inspection of procedures for escort, detention and arrest by the Kosovo Police;

Extraordinary inspections;

  1. Evaluation of the performance of duties of police officers on 28 November 2015;
  2. Evaluation of the efficacy of joint police patrols of Kosovo and Albania along the Kosovo-Albanian border-line;
  3. Evaluation of efficiency in the implementation of the memorandum of cooperation on organizing joint road policing of the Kosovo Police and the Albanian State Police in the territory of the Republic of Albania during the summer season;
  4. Evaluation of the police performance during the shift from 08:00-16:00 in Police Stations.

IPK in the activities of preventive nature, in close organization and cooperation with OSCE and the Kosovo Police has organized over 20 roundtables with officers of the Kosovo Police Regional Directorates, including meetings organized in Prishtina, Prizren, Mitrovica North, South Mitrovica, Gjakova, Peja, Gjilan and the roundtable in Ferizaj.

These joint activities between PIK, OSCE and KP realized across all Kosovo Police Regional Directorates with the aim of open discussions on the PIK scope (role and powers), to present the progress with regards to the investigation procedure of PIK cases in accordance with the Kosovo Criminal Procedure Code, the disciplinary procedures and its progress by the Directorate of Professional Standards, the rights of KP employees in case of an internal investigation, the importance of police integrity etc.

IPK has carried out some activities with citizens in cooperation with non-governmental Organization ACDC ((Advocacy Centre for Democratic Culture) headquarted in North Mitrovica with the aim of opening discussions with citizens of North Mitrovica, Leposaviq, Zveqan and Zubin Potok on the PIK scope (role and powers) to present the progress with regards to the investigation procedure of PIK cases in accordance with the Kosovo Criminal Procedure Code, the disciplinary procedures and its progress as well as the importance of police integrity.

Developing public relations and strengthening cooperation with local and international organizations is of particular importance for PIK.

Within the international cooperation, during 2016 was signed the protocol for joint inspections under the memorandum of understanding between Ministry of internal affairs of the Republic of Kosovo and the Republic of Albania on strengthening the cooperation and on the field of internal control.

In the implementation of this memorandum, IPK in cooperation with the Department for Internal Affairs and Complaints (Republic of Albania) has conducted two extraordinary inspections evaluating the efficacy of joint patrols of the Police of Kosovo and Albania along the border-line between Kosovo and Albania and evaluation of joint road policing services of the Kosovo Police and the Albanian State Police.

During this year, PIK has had a variety of activities under the efforts to build sustainable relation with citizens and different partners, with governmental and non-governmental organizations as well as media. Within these activities are include meetings with Ombudsman, CPHRF, participation in the 16th Conference of EPAC, participation in the conference organized by DCAF for the police integrity, held in Podgorica, Montenegro etc.

After receiving some information from citizens and in different operative ways, where it was suspected that police officers in several regional traffic units as: Prizren, South Mitrovica, North Mitrovica and in the for Highway http://www.acheterviagrafr24.com/viagra-50-ou-100-mg/ Control Unit  are receiving bribes from citizens, the Police Inspectorate of Kosovo, in consultation with the Basic Prosecutions of Prizren and Mitrovica (namely Chief Prosecutors Mr. Sylë Hoxha and Mr. Shyqyri Syla) have carried out a four-month investigation for these allegations.

Following the authorization granted by the Prosecutors, PIK investigators have carried out investigations, by applying technical confidential measures of investigation and surveillance. Application of these measures has resulted in the collection of material evidence (audio and video recordings) which confirm the based suspicions that a large number of police officers from these units are involved in criminal acts related to Abuse of official position or authority and Accepting bribes.Pamje nga Konferenca per medie

In the conclusion of this investigation, today by the Police Inspectorate of Kosovo was carried out an extensive operation, where 59 police officers were interviewed as suspects whom after interviews, by means of a decision from the Prosecution were detained for 48 hours and transferred to the detention centres. At the same time for these police officers was sought suspension from their duty.

There are a total of 59 detained police officers, of which:

  • 20 police officers are of the Highway Control Unit
  • 20 police officers are of Regional Traffic Unit of North Mitrovica
  • 15 police officers are of Regional Traffic Unit of South Mitrovica
  • 4 police officers are of Regional Traffic Unit of Prizren

 

Ethnicity

  • 35 detained police officers are of Albanian ethnicity
  • 23 detained police officers are of Serbian ethnicity and
  • 1 detained police officer is of Bosnian ethnicity.

 

Police Inspectorate of Kosovo shall file to the competent Prosecutions criminal charges against 59 police officers for the offense of Abuse of official position or authority under Article 422 of the Criminal Code of the Republic of Kosovo and Accepting Bribes, Article 428 and Providing assistance to perpetrators after the commission of criminal offenses under http://www.viagrasansordonnancefr.com/viagra-achat/ Article 388.

In addition, PIK will also file criminal charges against 30 citizens for the criminal offence of Bribery pursuant under Article 429 of the Criminal Code

PIK thanks the Minister of Internal Affairs, State Prosecution for the great cooperation and engagement in this case as well as the Kosovo Police for the support of PIK in this operation.

Police Inspectorate of Kosovo despite the challenges it is facing related to the small number of human resources, will further continue committed to fight all negative phenomena that appear in the Kosovo Police, in particular acts of corruption, in order to strengthen rule of law and integrity in Kosovo Police.

The Police Inspectorate of Kosovo thanks the citizens of Kosovo for their cooperation and encourages them to increase their cooperation with PIK for reporting negative phenomena in the Kosovo Police.

Police Inspectorate of Kosovo (PIK) informs the citizens of the Republic of Kosovo, the local and international institutions that today starting at 09:00, the PIK Office in North Mitrovica started to work.

PIK informs that this is the third regional office opened this year after the opening of the offices in Gjilan and Prizren.

The Police Inspectorate of Kosovo, once again thanks the MIA, in particular Deputy Minister Radojevic and the President of the Municipality of North Mitrovica Mr. Goran Rakic for their commitment and support to the PIK as a supervisory body of the Kosovo Police, to open its office in North Mitrovica.

PIK Office is in street “Mbreti Petër” (on the left side of the road, in the building of the Raiffeisen Bank, in the second floor) and today will be opened to receive complaints of citizens, every working day from 09:00 until 15:00.

The Chief Executive of PIK, Mr. Fitim Shishani, by expressing his satisfaction on this occasion urged all citizens to use this office for realization of their rights:

“The presence of PIK closer to citizens means support for exercising their rights, while the presence of PIK, close to the police means support for strengthening the integrity and enhancing the credibility of the Kosovo Police” – said Chief Executive Shishani.

Police Inspectorate of Kosovo informs the citizens and all the media that the official ceremony of the opening of the third PIK Office, which will be attended by officials and representatives of local and international institutions, will be held after the end-of-the-year holidays and the media will be informed about the date and time of holding the ceremony.

Njoftohen të gjitha mediat se nesër (08.12.2015), me fillim nga ora 09:00, me organizimin e Inspektoratit Policor të Kosovës  në bashkëpunim me DCAF (Qendrën e Gjenevës për Kontroll Demokratik të Forcave të Armatosura), do të filloj “Seminari ndërkombëtar për mbikëqyrjen dhe kontrollin e Policisë”.

Information of public about the publication of fake news in some portals with a headline “Scandal: Binoculars, the Americans’ donation that were stolen in the police, suspected of being sold for ISIS”

 

The Police Inspectorate of Kosovo informs the public that the news with headline “Scandal: Binoculars, the Americans’ donation that were stolen to the police, suspected of being sold for ISIS” published in several portals is untrue and defamatory.

For the sake of truth, we inform the public that in 2013, when the event occurred in Peja, PIK together with the prosecutor’s office and the competent court had taken the following actions:

-execution of search warrant;

-covert and technical measures of surveillance;

-examination of  video records from the police building in Peja;

-interviewing the suspects and many other evidence that was submitted to the Basic Prosecutor’s Office in Peja.

PIK explains to the public that the investigation has not produced at any moment any single evidence that would prove that the items that were missing were the subject of sale to any organization indicated in article.

The Police Inspectorate of Kosovo is surprised that despite our readiness for transparency, some portals have published this “news” without even trying to get  an official version of the case, but published the “news” only based on one “source” by an unauthorized and incompetent person to give information about the PIK scope.
