Prevention, detection, documentation and investigation of criminal offenses committed by Kosovo Police employees, regardless of rank and position, during or out of duty; 2. Inspection of the structures and functions of the Kosovo Police, to ensure accountability, effectiveness and efficiency in the implementation of laws, by-laws and standard operating procedures in force; 3. Investigating and/or inspecting high-profile disciplinary incidents involving all senior police officers at the senior management level and senior executive police officers; 4. When there is a well-founded suspicion that the General Director of Police has committed a disciplinary violation, the Prime Minister may authorize the Police Inspectorate of Kosovo to conduct disciplinary investigations. The Police Inspectorate of Kosovo, after completing the disciplinary investigations, reports to the Prime Minister on the findings; 5. Receiving all citizen complaints, as well as reviewing and determining which of the complaints are investigated by the Police Inspectorate and which will be referred to the Kosovo Police or responsible institutions.</span>

PIK has the authority to accept all citizen complaints filed against Kosovo Police employees, where after reviewing the complaints, PIK determines that complaints that have elements of a criminal offense are investigated by PIK, while complaints that have elements of a disciplinary violation are sent for administrative/disciplinary treatment to the Kosovo Police.
PIK treats all complaints against Kosovo Police employees regardless of rank or position.
These complaints are not treated by the PIK but are forwarded to the Commission for Fines (Kosovo Police), which is the body that treates traffic fines.

In this case, the disciplinary investigation for your complaint will be conducted by the Division for Internal Investigations and Background Verification - Kosovo Police, and you will be notified in writing by the PIK that the case has been forwarded for disciplinary investigation to this KP mechanism.
Yes, your complaint received through the PIK website is registered and processed in accordance with the PIK Law
Your complaint is treated and reviewed within five days (in the Department for Management of Complaints and is classified: if the actions of the police officer are suspected of being a disciplinary violation, your complaint is forwarded for processing to the Kosovo Police, if it is suspected that the actions of the police officer constitute a criminal offense, your complaint is forwarded for processing to the Investigations Department of the PIK).
Yes, you will be notified in cases where your complaint is sent for disciplinary investigation to the Kosovo Police, while when the case is sent for criminal investigation to the PIK Investigation Department, you will be notified by the PIK case investigator about the steps of treating your complaint.
The PIK treates complaints about the quality of service that the Kosovo Police should provide as well as complaints related to the individual behavior of police officers.
After receiving the complaint, the investigator undertakes the necessary investigative actions in full coordination with the state prosecutor, depending on the issue and complexity of the case, the investigation period of the complaint/case also lasts. The deadlines for treating criminal cases are regulated by the Code of Criminal Procedure, which is also applicable to PIK investigators during the treating of cases.

PIK has so far opened three regional offices: 1. regional office in Prizren (located in the building of the Civil Registration Agency in Prizren near the building of the Tax Administration in Prizren on “Kukësi” street), 2. regional office in Gjilan PIK regional office located in the building of the Civil Registration Agency in Gjilan near the Basic Court 3. regional office in North Mitrovica located on “Mbreti Petër” street.
One of the main functions of the PIK is to inspect the structures and functions of the Kosovo Police, to ensure accountability, effectiveness and efficiency in the implementation of laws, by-laws and standard operating procedures. Inspection is an assessment of the manner in which tasks are performed in the Kosovo Police, ensuring the achievement of goals, in accordance with the legislation and required standards. At the end of each inspection, inspectors draft a report, as a final administrative act of the inspection work, which reflects the inspection findings, conclusions and recommendations. Any person who meets the following general criteria is eligible to apply for admission within the operational structure of PIK: 1. Is a citizen of the Republic of Kosovo; 2. Has full legal capacity to act; 3. Meets the requirements for the level of education according to the place of work; 4. Is in good health and physically capable of performing the task; 5. Provides the requested information on previous work or any other issue related to his/her admission to the PIK; 6. Has not been convicted by a final court decision for a criminal offense committed intentionally (if the person has been convicted of a criminal offense committed through negligence, the consequences and circumstances of the commission are assessed). 7. A candidate against whom a disciplinary measure of dismissal from the PIK, other institutions of a similar nature or from the Civil Service is not entitled to apply.
