Police Inspectorate of Kosovo (PIK), in order to properly inform public opinion, provides clarification on the article published on Kallxo.com and then in other media titled:
“PIK finds parts of human organs that are not stored within refrigerator at Police Stations”.
PIK considers that such an approach is related to the publishment of Inspection Report conducted by Department of Inspections in 2019 that turns out to create uncertainty in public opinion.Police Inspectorate of Kosovo clarifies to all media and citizens that referring to the official inspection report does not refer to "parts of human organs" as the media referred to, but to :biological samples.
As a legal obligation and based on the principle of transparency, PIK has published the full report of this regular inspection no. 06/2019 entitled "Management of crime investigation and detention and case administration".
In executive summary of Inspection Report no. 06/2019 ("Management of Crime Investigation and Detention and Case Administration"), paragraph 1.1.4: it is mentioned
“Evidence is related to the investigation of criminal offenses and should be retained until the investigation and criminal proceedings are completed. The field of dealing with evidence is regulated by the procedure for their placement, treatment and preservation. The procedures provide clear rules for preventing the loss, damage, destruction, decay or contamination of evidence. Some of the Evidence Chambers within the regional directorates have not met some of the criteria set for proper evidence handling. In some cases, due to their specificity, it is seen that the evidence is not stored separately in specific locations. Cases have been identified where money is not stored within the disposal area, as well as cases where biological samples are not stored in the refrigerator. In most cases, the evidence is easily identified, but not in all cases it has been properly packaged and marked. In some cases, there is a lack of data on evidence movements in storage chains and registers. The situation should be improved in keeping the entire fresh evidence . Attention should be paid to adherence to the registration procedure in case if evidence being opened. Measures should be taken to increase the security of evidence by utilizing appropriate areas within the storage space for the placement of certain types of evidence. It needs to be careful regarding the right of authorized persons to hold the keys of Evidence Chambers thus to prevent unauthorized access.”
So, referring to the findings of this Inspection Report, it is clear that has nothing to do with "human organs" as the media refer, but about biological samples.
